依山傍水而筑的明都南京是结合自然山水的规划杰作，在中国古代都城营造史上极为罕见。2015年4月1日颁布实施的《南京城墙保护条例》按照“城河一体”的保护理念，已将护城河纳入法律保护范围。在南京城墙文化遗产保护实践中，必须根据世界文化遗产保护的“原真性”与“完整性”基本原则，对城墙以及护城河历史地段文化遗产资源进行整体性保护。%Nanjing which used to be the capital of the Ming Dynasty was constructed near the mountain and by the river. It is a masterpiece of planning which combined with natural landscape and is extremely rare in the history of construction of ancient Chinese capitals. The moat has been included in the scope of legal protection in accordance with the protection concept of “city wal and moat are one” by Nanjing City Wal Protection Regulations issued and implemented on April 1, 2015. In the implementation of Nanjing city wal cultural heritage protection, the historic land sector of city wal and moat should be wholy protected according to the basic principles of “authenticity” and “integrality” of world cultural heritage protection.
