During this process, the Japanese government takes several administrative and legal measures such as the relaxation of land transfer control, the encouragement of integrating cities, towns and vilages, and the promotion of the industrial transition of rural areas. Consequently, the multi-dimensional social and institutional transition constitutes the principal feature of smal-town urbanization in Japan.
