我国资源型城市的产生和发展本质上是基于计划经济的政治型城市化和以GDP为中心的经济型城市化发展的结果，而环境破坏和资源枯竭导致的城市衰退正反映出这些传统的城市化道路正逐步走向末路。在文化经济一体化的背景下，重视文化生产力，挖掘文化资源，发展文化产业，以实现文化城市为目标的文化型城市化为资源型城市的转型发展提供了新思路。为建设文化城市，资源型城市要做好文化型城市化的顶层设计，围绕产业支撑要素，强化文化政策重点，同时大力推进文化产业与传统工业的融合，促进工业的文化转型。%The emergence and development of resources-based cities in China are essentialy the output of political urbanization which is based on planned economy, and economical urbanization which is around GDP. But the urban decline resulted by the environmental disruption and resource exhaustion reflects these traditional urbanization methods no longer work.Against the background of culture and economy integration, cultural urbanization which refers to paying attention to cultural productivity, exploiting cultural resources, developing cultural industry, and focusing on the goal of cultural cities, provides new idea for the transformation of resources-based cities. To construct cultural cities, resources-based cities should make top design of cultural urbanization, intensify the keys of cultural policies around supporting factors of cultural industry, and promote the convergence of cultural industry and traditional industry to advance the cultural transformation of industry.
