兵团是中央治国安邦战略的一颗重要的棋子。兵团推进城镇化的进程，既是兵团继续履行屯垦戍边使命的政治需要，也是适应日益变化社会生活的现实需要。然而城镇化的推进却改变着兵团传统的社会管理格局，冲击着屯垦戍边力量的组织形式。如何加强社区建设，筑牢社区作为屯垦戍边事业的社会基础，继续发挥好兵团维稳戍边的作用，是维护新疆社会稳定和长治久安的关键。%The Xinjiang Production and Construction Crops (PCC) was an important piece in the grand strategy of administrating state afairs wel and ensuring national security by Central Government. The process of PCC’s Urbanization, not only performing its political tasks to reclaim land and garrison the frontier, but also meeting the needs of reality of increasingly changing social lives. However, promoting this process meant changing the traditional structure of PCC’s social management, then shocking the form of organizing and mobilizing the power of reclaiming land and garrisoning the frontier. Hence, it’s key to safeguard the Xinjiang social long-term stability, by reinforcing the community construction, solidifying PCC’s social foundation and continuing to play a positive role of reclaiming land and garrisoning the frontier.
