公共危机管理一直是政府管理工作的重要内容，基于汶川大地震的案例，分析了政府在灾难处置过程中的重要作用，同时也指出了过度强势的政府行为将造成的伤害，提出了未来灾难处置中政府主导、受灾群众主体、市场互动的灾难处置运作模式，希望对政府的决策有帮助。%Public crisis management always is an important content of governmental management. Based on the case analysis of Wenchuan earthquake, this article analyzed the important role of government in the process of disaster management. Meanwhile, it also pointed out the harm caused by excessively strong governmental actions and put forward an operation mode for disaster management which is dominated by government, taking victims as the main part and making market interact. We hope it can help the government’s decision.
