The growing of urban cluster from primitive to maturity in fact is the evolution process of the population spatial agglomeration structure, generally including five stages as “village, town, city (different scale), metropolitan area and urban cluster”. At present, as the main form of promoting urbanization, urban cluster has become an important support for economic and social development in china. From the perspective of regional development, the overall situation of China's urban cluster development shows four basic characteristics as“multiple growing, joint development, flexible upgrade and obvious ranking”. Undoubtedly, we should, following the law of growing stage for urban cluster, give full consideration of regional differences in the level of economic and society development, and actively guide the diversified promoting measures to develop the different urban clusters.%城市群从无到有、从发育到成熟的历程，实际上是人口聚集区空间结构的高级化演进过程，大体经历“乡村、集镇、一般性城市（含大中小等级）、大都市区和城市群”五个重要形态的发展阶段。目前，城市群作为我国推进城镇化的主体形态，已经成为支撑我国经济社会发展的重要载体。从区域发展视角看，我国城市群发展总体态势呈现“群雄并起、抱团发展、柔性升级和等级分明”四个主要特征。从推进措施上，需要遵循城市群成长的阶段性规律，充分考虑区域经济社会发展水平的差异，积极引导我国城市群差异化发展。
