按“两次房改”的界分范式，系统梳理评析“一次房改”和“二次房改前期”的改革目标、原则，以及所取得的成就和不足。在此基础上，指出“二次房改中后期”的改革目标是建立“两房协调”的新住房体制，为促进整个住房体系长期平稳较快发展，进而履行房困破解和商住房稳健繁荣的使命，提供深层持久的制度动力。%According to the definition of two housing institution reform‘s parsdigm ,This assay reviews the reform object,reform principles about the first housing institution reform and the second housing institution .Meanwhile , we point out its achievements and shortcomings. Based on the above analysis, a new housing institution should be set up adapting to china socialism market economy institution and china security institution during the middle-late reform period ,which not only keeps the whole housing development well, but also the economic and social development scientific.
