Kaifeng, a noted historic and cultural city, is known as the North Shuicheng reputation. Kaifeng city in recent years planning the implementation of the “Kaifeng Water Project ”are the important efforts to create "International Cultural Tourism City "and “Central Plains livable city”. This article figure out the origin of Kaifeng water body landscape and gives some advice for rectification to the “Kaifeng Water Project” on the basis of the investigation. First, the project should pay attention to create historic cultural landscape around the water system. Second, it also should formulate a reasonable planning and cautiously deal with the third period project and strictly control the face-project. Finally, the government must according to the requirements of the historical and cultural cities protection planning to renovate and renew the regional resources in history and civilization and to protect the famous historical and cu ltural city in Kaifeng.%中国八大古都之一的历史名城开封是著名的北方水城，目前正在实施的“宋都水系工程”，是打造“国际文化旅游名城”和“中原宜居城市”的重要举措。系统梳理了开封水体景观的由来，在调研的基础上对该工程存在的问题提出了整改措施：注重水系周边历史文化景观的塑造；合理规划和谨慎上马“三期”工程，坚决杜绝形象工程；按照历史文化名城保护规划的要求，对开封市历史文化资源进行有序更新改造。
