Inner city stands as an important element of urban competitiveness owing to its uniquely readable characteristic and multi-cultural life. With the context of rapid urbanization in China, inner city regeneration becomes the hot topics in enhancing the urban competitiveness. This paper takes the“Hannover 2020”as example of inner city regeneration plan, and describes the ideology and practice of this pilot project of inner city regeneration in Hannover. On basis of it, it summarizes that the mechanism of inner city regeneration in Germany characterizes as the partnership between specialists, government and community, and the regeneration aim displays a strong orientation towards public interest. Finally, it proposes suggestions that can be referred considered the current development of inner city regeneration in China.% 内城以独特的识别度和多样化的文化生活成为城市竞争力的重要部分，而在我国快速城市化的背景下，内城更新正成为提高城市竞争力的热点课题。以“汉诺威2020”规划为例，通过对汉诺威内城更新规划的理念和实践的考察，总结德国内城更新过程中的专家、政府和社区三方伙伴合作关系机制，以及改造目标中体现出较强的公共利益等特点，最后结合我国内城更新的发展，提出可供借鉴的建议。
