从理论认识缺憾、主体错位、政府资金不足、主旨力模糊及法律保障未及等几个方面，对天津市社区文化建设的现状进行了较为深入的分析，指出，目前所存在的问题一方面是社会历史遗留下来的惯性问题，一方面是社会转型期难以回避的交集。并在此基础上给出相应对策，尤其是针对社区文化建设的资金投入和保障，建议应采取政府投入、市场化运作和社区资源整合“三管齐下”的资金来源与管理模式。%The author made a deep analysis on the current situation of community culture construction in Tianjin at the aspects of theoretical knowledge inadequacy, subject dislocation, inadequate government funding, obscure orientation, unavailable legal protection, etc, and pointed out that the current problems, on one hand, are inertial problems left by social and historical legacy, and on the other hand, are intersections hard to avoid during the social transition. On this basis, the author proposed the corresponding countermeasures, especially for capital investment and guarantee in community culture construction, and suggested that the funding sources and management modes integrated with government investment, market-oriented operation and integration of community resources should be adopted.
