Since the reform and opening-up, in over thirty years, Chinese economy, politics, culture and social building have been progressing and the urban grassroots community administration is also facing system reform and building challenges. The “street system” administration pattern left over by the planned economy period is increasingly unsuitable to the social development and therefore the Party and Government have enlisted the social building and social administration reform into the schedule. The urban grassroots community system reform and system building of China have been the new subjects confronting the sociology and social workers. How to realize the administrative system reform and system building of urban grassroots communities in China? Major Chinese cities are taking initiatives in performing exploration and some achievements have been made. By taking the administrative system reform practice of the grassroots community of Guiyang into consideration, theoretical and practical explorations are made into the administrative system reform and system building of urban grassroots communities in China.%改革开放三十余年来，我国经济、政治、文化和社会建设不断深化，城市基层社区管理也面临着制度改革和制度建设的挑战。计划经济时期遗留下来的“街居制”管理体制已经越来越不适应社会发展的需要，党和国家把社会建设和社会管理改革提上了议事日程，我国城市基层社区制度改革和制度建设成了社会学和社会工作者所面临的新课题。如何实施我国城市基层社区管理体制改革和制度建设？中国各大城市正在进行积极的探索，取得了一些成果。结合贵阳市基层社区管理体制改革实践，对我国城市基层社区管理体制改革和制度建设作了一些理论和实际操作层面的探讨。
