In the context of “new-type urbanization”proposed in the report of the 18th National Congress of Communist Party of China and Building a Beautiful Zhejiang Plan proposed by Zhejiang Province Government, it is necessary find a development path to break the bottleneck of land use and embody the characteristics of the “new-type urbanization”of Zhejiang province. This paper presents and discusses the feasibility of applying for provincial low-slope hilly pilot and analyzes the significance of urbanization from the point of mountain human settlements using low-slope hilly in Anji. It is believed that this study can provide a reference for space reconstruction, upgrading living quality and changing economic growth model in the urbanization process of Zhejiang Province.%在“十八大”报告提出新型城镇化以及浙江省提出的美丽浙江建设行动的背景下，如何在浙江省新型城镇化过程中走出一条新路，既能破解城镇化发展中的用地瓶颈，又能彰显浙江省新型城镇化的特色。以利用低丘缓坡资源开发山地人居建设为切入点，以安吉为案例，分析和论证了浙江省向国家申请全省域的低丘缓坡试点的可行性和对于创新城镇化建设的意义，为浙江省新型城镇化发展中遇到的城市空间再造、城市居住品质升级、经济增长方式转变等问题提供借鉴与启示。
