缺乏积极稳妥的城镇化战略，导致中国城镇化发展长期不和谐，由此阻碍三农问题破解和城乡协调发展。分析指出：稳健快速发展的城镇化战略模式，是积极稳妥促进中国特色城镇化科学发展的理性选择。制度分析范式下，该战略模式体现为一个制度体系：制度结构包括两个根本着力点和城镇化工作领导体系等核心制度安排，以及农地确权和“目标城市”等配套制度；意识形态等作为制度环境而存在。%Being Lack of active urbanization strategy, china's urbanization development is not harmony, which impedes the solution of San Long Issues and the balance of urban-rural development. Hence, a steady and rapid urbanization's strategy pattern should be adopted as reasonable choice to keep china urbanization scientifically. From the paradigm of institution analysis, this strategy pattern can be interpreted as an institution set, whose basic structure consists two key policy ,“three credentials and one contract”, leading system as well. Farmer land's property identification and target city are related systems. Apart from the above, Ideology can be regarded as a kind of environment for institution structure.
