In 2000, the Inner City--the historical core of Baku was inscribed as “Walled City of Baku with the Shirvanshah's Palace and Maiden Tower”on the world heritage list. This article reviews the process of development of the old city, especial y the Shirvanshah's Palace and Maiden Tower. Based on the experience of the participation in the studio of the ancient Baku city design, the issue of how to develop the city into an International Cultural Trade and Tourism Center while protecting its historical environment is disused.%2000年，巴库古城凭借城墙围绕的巴库城及其希尔凡王宫和少女塔进入了世界文化遗产名录。介绍巴库古城的形成过程，并对其中的重点建筑如少女塔、希尔万尼汗王宫殿等进行了较为详尽的叙述。以作者在巴库亲身参与Studio设计的实践，探讨了如何通过空间环境整治，使巴库旧城在保持历史环境的同时，重新使其成为一个国际性文化贸易旅游中心的问题。
