Since reform and opening,like most cities among China,Hangzhou city's comprehensive competitiveness has significantly enhanced, the level of urbanization has rapidly increased.However,there are many city diseases existing with urbanization: irrational expansion in the scale of urban land, traffic congestion, deterioration of ecological environment, imbalances between urban and rural development.Combining with the specific circumstances of Hangzhou,this article investigates the background and content of smart growth theory,and it puts forward these steps:implementing land intensive management to construct a land-saving town;coordinating urban and rural land market to build a unified land market; coordinating the development of urban and rural to break the dual structure of; improving the public transport system to create "a travel-easy city; protecting the natural environment and human environment to build"a living-comforting city", so as to provide a reference to the urbanization of Hangzhou and other cities.%改革开放以来，与全国大多数城市一样，杭州城市综合竞争力显著增强，城市化水平迅速提高，但也出现了诸如城市用地规模非理性扩张，交通拥堵，生态环境恶化，城乡发展失衡等城市病。通过考察美国精明增长理论的背景和内涵，并结合杭州等城市的具体情况，提出了实行土地集约化管理，建设节地型城镇；构建城乡统一的土地市场；统筹城乡发展，打破城乡二元结构；完善公共交通系统，打造“宜行城市”；保护自然环境和人文环境，建设“宜居城市”等对策，以期为杭州及同类城市的城镇化提供参考。
