考察与分析了香港的公共住房制度沿革及其所带来的重大影响。研究结果表明：“居者有其屋”的“香港模式”的背后掩藏着政府与资本犬鳄对普通民众的巧取豪夺，不仅造就了作为发达经济体的香港社会中半数左右的家庭因此而失去了置房的能力的诡异现象，更使多数港人不得不因此而沦落为政府与超级富豪的提款机与打工仔。香港公共住房制度对多数港人来说，与其说是给予．还不如说是剥夺更为确切。%This paper examines the evolution of Hong Kong public housing system and its tremendous effects. The results imply that the Hong Kong mode of ＂settlers have their houses＂ conceals the fact of governments and tycoons＇ grab to people. It causes about half of Hong Kong people lost their chances to have their houses, but most of Hong Kong people descend to the ATM and workers of governments and tycoons. The Hong Kong governments＇ public housing system is deprivation rather than give.
