Kashigar, the first state-level historical and cultural city of Xinjiang, is very famous with abundant tourism resources. Under the back ground of national strategies that promote tourism development and establish special economic zones, Kashigar encounters a precious opportunity for tourism development. But the city also faces some adverse conditions, including poor infi＇aslructure, small-scale scenic spot and lack of tourist personnel, which are the bottleneck problems restricting the tourism development. Based on the analysis of development background, strength and necessity of tourism comprehensive reform, this paper examines the other problems of historical mission, objective and the main task. At last some suggestions will be proposed.%喀什是新疆第一座国家级历史文化名城，旅游资源丰富，知名度高。在国家促进旅游业发展以及喀什建设国家经济特区的大环境下，喀什旅游业迎来难得的发展机遇。但基础设施落后、景区规模小、旅游人才匮乏，成为制约喀什旅游业发展的瓶颈，要实现喀什旅游业的跨越式发展必须进行综合改革。在分析喀什市旅游发展大环境、旅游业发展优势、旅游综合改革必要性的基础上，对喀什旅游综合改革历史使命、目标、主要任务进行了研究，并提出保障措施与建议。
