Protection for historical and cultural heritage in Brugge has a long history and an efficient outcome. Within the historical and cultural heritage conservation system of Belgium, this paper reviews the main processes and activities of conservation and management in Brugge historic city. The conservation institution and their responsibilities are also mentioned. As the main body of this paper, three experiences during the process of conservation and management of historic center in Bruges are studied; including management of historical buildings, capacity control of historical city, financial and revenue. It is also points that these experiences which including management system of conservation, maintenance the facility, support the efficient operation and effective management of historical and cultural heritage provide some reference for conservation and management of historic city in China.%布鲁日历史城区的保护具有悠久的历史与富有成效的保护经验。在比利时历史遗产的保护框架下，回顾布鲁日历史文化遗产保护的主要历程，调研其保护管理机构的主要职责，重点研究了布鲁日历史城区保护管理过程中在历史建筑管理、历史城区容量控制以及财政税收三方面的先进经验，并指出该经验对我国历史遗产保护管理工作在保护管理机构、延续历史真实性、支撑历史城区高效运行以及有效管理历史遗产等方面具有的借鉴意义。
