Due to the GDP-oriented inertia and fierce competition among cities, the open economy of some western cities has turned into accepting the indttstrial transfer of the ＂three-highs＂ （ high energy consumption, high pollution and high emission ） thus re-take the traditional industrial development road. However, in the recent years, Chongqing has being creating an inland open highland and emphasizing transforming to an open economy characterized of comprehensive sustainable development. The practice of Chongqing has provided a beneficial reference and route for the transformation and development of the open ＆ low- carbon economy in the western areas.
