世界城市伴随经济全球化而出现和发展。日益融入世界的中国部分城市也提出建设世界城市的目标。以日本大城市东京和京都为例，论述了日本的世界城市建设的内容和特征。东京从模仿学习到建设优质生活环境，经历了对世界城市观念的改变；京都保护利用文化遗产同时积极推进国际化，都是为了搞活产业和文化。世界城市或世界名城本质是优质生活；扬州要建成世界名城，既需要观念的国际接轨、对于国内外资源尤其是信息、智力资源的充分利用．又需要培育良好的创业就业环境、舒适的生活环境，创造高附加值的产品和服务，即提供能够满足不同人群需求的普世价值。当“精致扬州”变成市民的精神基因普及到各方面，各项事业以世界先进为参照系，就可尽快提高城市产品和生活质量，赢得世界尊严。%Economic globalization has brought the development of world cities. Some major cities in China put forward the goal of building a world city. in this paper,take Tokyo and Kyoto as an example, discusses the content and features of the world cities in japan.
