Based on the perspective of industrial structure upgrade and urban spatial model collaboration, on the basis of comprehensively analyzing the urban smart growth and the low-carbon development concept and the relevant theories, the relationship between urban smart growth, low-carbon development and the functional area building in the Yangtze River Delta as well as the direction and realization of functional area building were discussed in this Article which considers 1） the negative effects brought by large-scale and unlimited industrial, population and urban development have become prominent, and the conditions are more obvious in the Yangtze River Delta; 2） the Yangtze River Delta region must strengthen cooperation and interaction to turn the economic development transfer and environmental improvement as the mainline guiding the regional development in the new time, to take promoting urban industrial structure upgrade and low-carbon development as the strategic focus of speeding up regional development and to carry out unified planning of urban agglomeration; 3） the urban smart growth and low-carbon development concept are also applicable to the urban industrial structure upgrade and functional area building; 4） to steadfastly implement relevant concepts to realize urban smart growth and low-carbon development is the fundamental way to promote the sustainability of the Yangtze River Delta urban agglomeration, meanwhile the guiding principle strengthening the regional overall industrial structure upgrade and urban spatial model collaboration.%基于产业结构升级与城镇空间模式协同的视角,在全面剖析城市精明增长和低碳发展理念与相关理论的基础上,对城镇精明增长、低碳发展与长三角功能性区域建设的关系及功能性区域建设的方向和实现途径作了探讨,认为：1）大规模、无限制产业、人口和城市发展带来的负面效应已经开始突显,长三角则更为明显;2）长三角地区必须加强合作和联动,把经济发展方式转变和环境的改善作为新时期引导地区发展的主线,把推动城镇产业结构升级和低碳发展作为加快地区发展的战略重点,进行城市群统一规划;3）城市精明增长和低碳发展理念也适用于城镇产业结构升级和功能性区域建设;4）坚定不移地贯彻实施相关理念实现城镇精明增长和低碳发展,是推进长三角城市群可持续的根本出路,也是加强区域产业结构整体升级与城镇空间模式协同的纲。
