In recent years,along with the reduction of the staffing of public institutions and suspension of charging quarantine fees in China,some problems were encountered in animal quarantine work at grassroots level,such as insufficient personnel and funds and the heavy tasks. Using the veterinary socialized service system,the subsidies of animal health workers were transformed as funds for purchasing the veterinary socialized service by Jingxing authorities of Hebei Province,and a third-party veterinary service organization was set up to employ professional staffs to undertake services of animal disease prevention,animal inspection,quarantine and supervision,and the performance evaluation mechanism was also formulated. Finally,the above mentioned problems were effectively solved,and some good results were achieved:the rate of animal inspection and quarantine at the place of origin was steadily enhanced;the utilization efficiency of government funds was significantly improved,as well as the capacity of animal health supervision and socialized service;some references were provided for the promotion of animal inspection and quarantine at the place of origin for other provinces.%近年来,随着国家事业编制的压缩和检疫收费的暂停,基层动物检疫工作面临人员少?担子重?经费不足等问题.河北省井陉县借助社会化服务途径,将各级防疫员补助经费作为购买兽医社会化服务资金,组织成立第三方兽医服务机构,由其聘用专业人才承接基层的动物防疫?检疫?监督等工作,并且建立了考核机制,有效解决了上述问题.该模式使井陉县的动物产地检疫率稳步提升,政府资金使用效率?动物卫生监管能力及社会服务能力等显著提高,为各地推进动物产地检疫工作提供了借鉴.
