Problems of disunifying standard specification,undefined scope,underdeveloped clinical examination method,and responsibility deficiencies of breeding enterprise in the current animal origin guarantine system,were analyzed. Suggestions of unifying the animal quarantine scope ,setting an impeccable standard for animal quarantine, improving the method of clinical examination method,strengthening the daily animal disease monitoring,and changing the quarantine inspection certificate form based on risk analysis,were put forward.%本文对动物产地检疫制度现存的标准规范不统一、范围不明确、现场临床健康检查方法有待改进、养殖企业责任主体意识缺乏等问题进行了分析，提出了基于动物疫病风险评估，确定统一的动物检疫范围、制订完善的动物检疫标准、改进临床健康检查方法、加强日常动物疫病监测、改变检疫合格证明形式等改革建议。
