Medicare, Medicaid and Children's Health Insurance Program (CHIP) are the three main public health insurances the federal government provided to the residents of the United States. They were under the management of the Centers for Medicare& Medicaid Service (CMS). This paper did a deep survey about the information collection and utilization about the three health insurances on the national level, including the background, policy-based, information sources, information collected and its utilization about each relevant information system, as well as the privacy policy adopt by CMS, so as to provide some oversea experience for China.%老年医疗保险（Medicare）、穷人医疗补助（Medicaid）与儿童健康保险（CHIP）是美国政府主办的公共医疗保障，均由美国医保局（CMS）具体经办管理。对这三项医疗保障制度在国家层面的信息采集与利用做法进行了详细调研，包括各类信息系统的建设背景、政策依据、信息源、采集内容与频率、信息用途等，以及美国医保局（CMS）所采取的隐私保护政策，为我国在国家层面采集与利用医疗保障信息提供参考。
