The current hospital information system construction project lacks effective demand management. On the basis of the idea of software development process, combined with the electronic medical record project construction of our hospital, this paper explains the demand management in the online process of information system project. The important significance of demand management for improving software development and implementation quality is confirmed with example.%针对当前医院信息系统建设项目缺乏有效需求管理的现状，依据软件开发过程化思想，结合新疆医科大学第一附属医院电子病历项目建设，阐述了信息系统项目上线过程中的需求管理。以实例印证了需求管理对提高软件开发及实施质量的重要意义。
