Today, Climate change is a global issue of common concern to the international community. It has become a main world trend that promote low-carbon and green development. Carbon capture, utilization and storage (CCUS) is consid-ered to be a strategic technology that can achieve large-scale low-carbon fossil energy utilization, also becomes the inevitable option for china to combat climate change. However, there exist many problems of CCUS.The paper tries to give some policy suggestions, such as, reconsider the strategic positioning of CCUS in china, special policy supports for CCUS, make a uniifed deployment for CCUS demonstration projects, establish a platform for cooperation between research, education, and industrial, make greater effort in publicity and education to improve public awareness and acceptance, recommendations on international technology cooperation.%气候变化是当今国际社会普遍关注的全球性问题，低碳、绿色发展已成为世界的主流。碳捕集、利用和封存（CCUS）是一项具有战略意义、可实现大规模温室气体减排的低碳技术，也是我国积极应对气候变化的必然选择。针对当前制约CCUS发展的主要问题，提出了重新梳理我国CCUS的战略定位，加强对CCUS的政策倾斜支持，系统部署CCUS工程示范项目，建立产学研相结合的CCUS技术合作研发平台，加强宣传教育提高公众认知度和接受度，强化国际技术合作等对策建议。
