The control factor ifltration should be handled from the main elements of industrial raw and processed materials and variety analysis of discharge pol utants, so as to reduce gradual y the scope of the prepared selection name-list. Based on the comprehensive graded method, the paper assesses two factors of toxicity and exposure, selects three targets such as the harmful index, yearly discharge quantity and the environmental inspection rate, and formulates graded standard. In accordance with the score of various pol utants, the paper conifrms the necessity to be control ed in discharge standard and conifrms the control factor for the main reference accordingly.
