The article introduces the status of industrial wastewater treatment and the malpractices of the traditional in-dustry pollution treatment in the country at present time and probes into new mode of specialty operation in industrial pollution treatment—emission reduction model of systematization contract,points out that the emission reduction model of systematiza-tion contract is a feasible approach in industrial pollution treatment and it will promote the governments,financial organizations and enterprises in pollution discharge and pollution control to form a resultant force,each one does his duty and performs his responsibility to push technical innovation and reduce the costs of pollution treatment so as to get twice the result with half the effort in industrial pollution treatment.%分析了目前国内工业废水治理的现状及传统工业治污模式的弊端,对工业治污专业运营的新方式—系统化合同减排模式进行了探讨,指出该系统化合同减排模式是工业治污切实可行的途径,积极推行之,必将有力促进政府、金融机构、排污企业和治污企业形成合力,各施其职、各负其责,可进一步推进工业治污的技术创新,降低治污成本,使工业污染治理取得事半功倍的效果。
