我国正处于社会转型期，社会经济发展对新形势下林业生产提出了新要求，林业生产由木材生产转变为生态建设是大势所趋。但是在实施森林植被恢复征收过程中也存在诸多问题，针对这些存在的问题，提出了规范管理已征收的森林植被恢复费，高度重视生态公益林保护，创新机制，做好征占用林地异地植被恢复工作等具体建议。%Our country is in the social transition period, the social and economic development has put forward new demands for forestry production under the new situation, it is the trend of the times that forestry production changed from wood production to ecological construction. However, there are many problems in the process of implementing forest vegetation restoration, aiming at these problems, this paper puts forward the following specific opinions: standard management of forest vegetation recovery fees, attach great importance to the protection of ecological public welfare forest, innovation mechanism, do a good job in forest land occupation of forest vegetation restoration work.
