Based on the carbon emission trading market in Chongqing, this paper analyzes the present situation and potential of forest carbon sink trade market in Chongqing city by using the methods of document summary, market investigation and policy research, and then the necessity of constructing the trading system of forestry carbon sink market in Chongqing were described. This paper constructed an operating mechanism of forest carbon sink trade which contains demand-supply mechanism, financing mechanism and security mechanism. Meanwhile, the transaction flow which contains prophase preparation, management, exploitation and transaction were designed, and the supervision mechanism including development and reform commission, financial office and bourse. The transaction system emphasized the main responsibility of Chongqing forestry bureau too. The establishment of transaction system of forest carbon sink trade has important significance in perfecting the compensation mechanism for forest ecological benefits and improving the capacity to cope with climate change.%以重庆市碳排放权交易市场为基础，通过文献综述、市场调研和政策研究等方法，分析了重庆市林业碳汇交易市场现状和潜力，阐述了建立林业碳汇交易机制的必要性；构建了供求机制、融资机制和保障机制等林业碳汇交易机制，设计了项目前期准备、项目管理、项目开发、项目交易等交易流程，确定了市发改委、金融办和交易所的三层级监管体制，强调了市林业局作为林业碳汇交易管理单位的主要责任。重庆市林业碳汇交易机制的构建，对于建立建森林生态效益市场化的补偿机制、提高应对气候变化能力有着重要的意义。
