To develop the high-tech industry is an important measure to optimize the industrial layout, and to innovate the economic growth point. However, the development of high-tech industries in Hebei province has issues that the scale of high-tech industries is small, the lack of external capital investment environment, science and technology research and development capabilities are relatively weak and the lack of high-quality personnel. On the basis of the analysis of its current policy, proposed to increase the fiscal policy support, innovative financing and credit, improve the incentive policy of science and technology innovation and implement people-oriented incentive policy suggestions, in order to promote the rapid development of high-tech industry in Hebei province.%大力发展高新技术产业是优化产业布局、创新经济增长点的重要举措。但河北省高新技术产业发展存在着高新技术产业规模偏小、缺少外部资本投资环境、科技研发能力相对较弱和企业缺乏高素质的人才等问题，在分析其现行政策的基础上，提出加大财税政策支持力度、创新投融资和信用方式、完善激励创新科技政策和实施以人为本激励政策等政策建议，以期促进河北省高新技术产业的快速发展。
