The paper defines the relevant concept of resource-based city and forestry resource-based city, discusses the dominant role of forestry industry in forestry resource-based city, acknowledges the evolution course of forestry resource-based city in Heilongjiang province, includes the generation period, development period, mature period and transition period and so on; analyzes the development features of forestry resource-based city in Heilongjiang province.
