民生问题已成为国家社会关注的热点问题。国家决定实施天然林二期保护工程，并推出了一系列与改善民生有关的政策。虽然近年来关于民生问题的研究逐渐增多，但是关于天保区民生问题的研究甚少。在实地调研的基础上，构建了天保二期工程民生影响评价体系，并拟运用层次分析法等方法进行评价。%The people's livelihood has become a hot spot in the country's social problems. Our country has decided to implement the second natural forest protection project, and introduced a series of policies related to improve people's livelihood. Although researches on livelihood issues has gradually increased in recent years, but little research about people's livelihood problems in the natural forest protection project region. In this paper, on the basis of field investigation, constructs the evaluation system of the people's livelihood in the second natural forest protection project, and prepare to use the method of analytic hierarchy process (AHP) to evaluate it.
