在简述四川机械工业的现状及制约 发展的主要问题的基础上，分析了加入WTO，实施西部大开发，深化改革、扩大开放以及在 世界科学技术发展中怎样利用后发优势发展自己。从 作好“入世”准备，研究西部开发政策，抓好产品、重点企业、重点经济区，培育壮大优势 企业，开发、生产有竞争力和带动性的产品，“产、学、研”合作在提高技术水平方面有所 突破，做好调整，完善所有制结构，扩大开放，提高队伍素质等方面作了对策研究。%Based on the brief discription of the conditions and main probl ems constraining the development of Sichuan Province machinery industry，the com ing situation of Sichuan Province machinery industry is depicted，such as WTO en try，realization of West China development，deep-going transformation，widening open policy and how to utilize "the advantage of late development" and develop itself under the con ditions of world science and technology development．From the aspects of the pre paration of WTO entry ，research of policy of West China development，enhance good-future prod ucts，main bone enterprises and key economical zones，the development and produc ti on between challenging and promotive goods，making breakthrough by enhance "the co-op eration betweenenterprises，universities and research institutes" in technologi cal l evel promotation，making reasonable adjustments and ownership system consummatio n，expanding open and raising staff qualities，the countermeasures are studied．
