随着国家加大对基础条件改善经费的投入，科学事业单位工作环境、实验条件得到显著改善，但部分科学事业单位在项目申报中，存在着与单位整体规划不符、项目零散、条件不具备、申报资料不全等问题，文章在分析问题原因的基础上提出了一些建议。%As the government has been increasing the funding support in betterments of basic conditions, the work en-vironment and experiment condition of scientific research institutes have been remarkably improved. However, there are problems in the project proposals of some scientific research institutes, including discrepancy to the overall planning of the institute, scattered projects, unqualified conditions, incomplete proposal material etc. The auricle gives solutions and suggestions based on the analysis.
