中共中央办公厅、国务院办公厅《关于划定并严守生态保护红线的若干意见》要求,到2020年底前,全面完成全国生态保护红线划定,勘界定标.这将对我国矿产资源勘查开发及管理格局产生巨大而深远的影响.当前,各地在各类保护区内的矿业权退出方面遇到了重叠面积不清、规划协调不足、遗留问题突出、勘查开采空间被大幅挤压等问题,这些问题在生态红线全面划定过程中将进一步凸显,亟待从顶层设计的角度,作出系统的制度安排.事实上,《生态保护红线划定技术指南》早已确定了"合理性、协调性、可行性"原则,提出要生态红线划定要"适应经济社会发展需求和当前监管能力,预留适当的发展空间和环境容量空间".对此,本文从加强矿产资源勘查开发管理的角度,提出要提前对接、主动服务,尽快摸清重叠底数、加强规划协调、分级分类处置、探索建立储备机制,确保生态红线"划得实、管得住".%General Office of the CPC Central Committee and State Council "Several opinions on delineating and strictly protecting the red line of ecological protection"requirements,by the end of 2020,the full completion of the delineation of ecological protection red line,demarcation calibration.This will have a huge and far-reaching impact on the exploration,development and management of mineral resources in china.At present,around the various types of protected areas within the mining rights exit had overlapping area is not clear,lack of coordination,planning,prospecting and mining issues left outstanding space was a squeeze and other issues,these problems in the process of comprehensive delineation of ecological red line will further highlight the need from the top-level design perspective,make institutional arrangement system.
