针对煤炭产能过快增长引发的生态破坏、安全生产等问题，提出应建立煤炭产能调控长效机制。界定了煤炭产能调控的概念，并指出煤炭产能调控的“双目标”原则，即煤炭产能应在保障经济平稳发展前提下，与资源环境协调可持续发展。在此基础上，提出从可行性和有效性两个层面分别建立指标体系，并运用模糊综合评价模型对煤炭产能调控政策效果进行评价。应用上述方法，对3个地区的实际调控政策效果做了评价，提出有关政策建议。%In view of the ecological damage and safety problems caused by rapid capacity growth of coal production ,long-term regulating mechanism should be established .defined the concept of regulation of coal production capacity ,and pointed out that coal production capacity regulation should follow the principle of“Twin goals” ,that is to ensure both the stable development of economy and the coordination of resources and environment for further development .On this basis ,the index system was established from the feasibility and effectiveness levels ,and fuzzy comprehensive evaluation model was used for evaluation of control policies .Application of the above method ,actual control policies of three regions was evaluated and policy recommendations were proposed correspondingly .
