针对目前"我国尾矿库事故频发和安全生产形势严峻的主要原因之一是安全设计标准低" 的主流学术观点,笔者通过对国内外大量资料的分析研究,发现我国现行尾矿坝稳定设计标准与美国的相比是水平相当的.未经充分论证,不应任意提高或降低现行规范规定的尾矿坝稳定安全系数的允许值,其总体水平宜基本维持在现行规范的历史经验水平上,仅需对个别不合理情况作适当调整.%Referring to the mainstream academic viewpoint that “one of the main reasons why tailings dams in China are of frequent accidents and tough safety production situation is the low safety design standard”, the authors analyze and investigate a great quantity of domestic and foreign data and thus find out the current stability design standard of tailings dam in China is equal to that in America. Without adequate demonstration, the allowable value of stability safety factor of tailings dam specified in current standard shall not be raised or reduced arbitrarily. Its overall level shall remain basically the experience level of history in current standard. Appropriate adjustment shall be made for only individual unreasonable situations.
