我国国有煤矿的建设模式是在计划经济时期形成的，存在业主职能虚化、缺乏必要的竞争、内部协调困难、运行效率与效益低下等问题，必须加以改革。改革的模式主要有两个：一是内部市场化运作模式，二是公司制改造模式。内部市场运作模式从长远来看只是一种过渡模式，存在其自身难以解决的问题。公司制模式是国有煤矿建设模式与运行机制改革的必由之路。%With disadvantages such as unclear responsibility, lack of competition, poor efficiency and low economic benefit, the old mode built up in the stage of planned economy for development of coal mines becomes day by day unapplicable in the new stage of market economy. The paper analyses several possibilities of reforming the old mode and comes to the conclusion that the configuration of “incorporation” conforming to international organizational rules is the ideal mode in the future to develop state-owned coal mines in China.
