目的:为提升我国医药企业的社会责任意识,促进医药企业自觉担当并履行社会责任提供参考.方法:结合利益相关者理论,并联系实际,分析发达国家医药企业承担社会责任的情况,进而提出建议.结果:发达国家医药企业对政府的责任体现在依法经营、照章纳税、配合政府宏观调控的一般责任,保值增值、扩大社区就业、维护社会稳定的特殊责任,发展先进医药企业文化、保障国家安全的高层次责任；对股东的责任体现在保证股东经营管理的权利和股权收入；对环境的责任体现在利益最大化的同时必须保护生态环境和生物多样性,把医药企业对环境的污染降低到法律允许的范围；对消费者的责任体现在为消费者提供质优价廉的医药产品和服务.结论:建议我国应加强政府引领、建立和完善医药企业社会责任法律体系和标准体系；发挥社会舆论及非政府组织监督等软约束手段的作用；同时,推行医药企业社会责任独立审计制度.%OBJECTIVE: To enhance pharmaceutical enterprises' awareness on social responsibility and promote them to understand and fulfill it actively. METHODS: Combined with stakeholder theory and practice, the situation of pharmaceutical enterprises in developed countries bearing social responsibility was analyzed, and suggestions were put forward. RESULTS: The responsibility of pharmaceutical enterprises in developed countries to government reflected as common responsibility of doing their business according to the laws, paying taxes required, cooperating with macroeconomic control of government, special responsibility of preserving and increasing the value, expanding employment in community and maintaining social stability, and high-level responsibility of developing advanced pharmaceutical enterprises culture and guaranteeing national security. The responsibility of pharmaceutical enterprises to stockholder reflected as the guarantee of operation right and equity income. The responsibility of pharmaceutical enterprises to environment reflected as maximizing the profits and protecting environment and biodiversity species. Pollution of pharmaceutical enterprises on environment had been reduced within the scope prescribed by law. The responsibility of pharmaceutical enterprises to consumers reflected as providing high-quality low-cost products and service for consumers. CONCLUSION: Our country should strengthen government leadership, establish and improve legal and standard system of social responsibility of pharmaceutical enterprises. We should play the role of soft constraints, such as public opinion and NGOs supervision. At the same time, pharmaceutical enterprises independent social responsibility audit system should be promoted.
