In view of the rapid development of assessment in China about transformer oil-paper insulation systems based on dielectric response methods, a dielectric response measurement system based on frequency-domain spectroscopy (FDS) is designed by electronic and PC technology. This measurement system has a good performance of extracting ultra low-frequency and weak signals and is characteristic of strong anti-interference ability, flexible configuration and convenient operation, thus it can realize the fast measurement of thecomplexcapacitanceofoil-paperinsulation.Testdata andanalysisshowthatthesystemhasahighaccuracy.% 针对近年来在国内迅速发展的一种基于介质响应技术的变压器油纸绝缘状态评估方法，以电子技术和PC技术为基础，设计开发了基于频域谱法(FDS)的变压器介质响应测试系统。该系统针对油纸绝缘频域谱法响应电流十分微小的特点，具有优异的超低频微弱信号提取性能，抗干扰能力强，配置灵活，操作简便，可实现对变压器油纸绝缘介质损耗、复电容等绝缘信息的快速测量。通过测试，并对数据进行分析，该系统测量结果具有较高的准确度。
