偏向型技术进步对长江经济带全要素能源效率影响研究

         

摘要

Exploring the influence from biased technological change to total factor energy efficiency is of great importance to promote the transformation of economic development mode to quality and efficiency. Based on the panel data of 11 provinces and cities in the Yangtze River Economic Belt during 1997-2015,this paper estimates the biased technological change and TFEE from the upper to lower reaches of the Yangtze River economic belt by using the three factors transcendental production function. The results show that the TFEE of the Yangtze River economic belt has a significant regional difference and increases successively from the upper to lower reaches. The biased technological change of the Yangtze River economic belt has a positive effect on TFEE. The technological change in the lower reaches biased to human capital and improved factor efficiency;the middle and upper reaches tend to material capital and promote economic growth. To further improve the TFEE of the Yangtze River economic belt, we must improve the soft environment of innovation, strengthen regional technical cooperation and exchange,promote the transformation of technological achievements,optimize the allocation of inter-regional resources and promote the building of a service-oriented government.%探究偏向型技术进步对全要素能源效率的影响关系对推动经济发展方式向质量效率型转变具有重要意义.基于1997-2015年长江经济带沿线11省市面板数据,采用三要素超越对数生产函数,测算长江经济带上中下游地区技术进步偏向性指数和全要素能源效率.研究结果表明:长江经济带全要素能源效率地区差异显著,上中下游地区依次递增;偏向型技术进步对长江经济带全要素能源效率具有明显促进作用,下游地区技术进步偏向人力资本,中上游地区技术进步偏向物质资本.进一步提高长江经济带全要素能源效率,需完善创新软环境,加强区域技术合作,促进创新成果转化,优化要素配置结构,推动服务型政府建设.
