中国与二十国集团其他成员国政府间科技创新合作现状研究

         

摘要

In recent years, international science and technology innovation cooperation has been an important tool to promote scientific and technological innovation , accelerate research and development personnel exchanges, improve development capacity, promote industrial upgrading and enhance diplomatic relations.In this paper, the G20 member states are divided into four categories according to the difference of their innovation capability.On the basis of the data and content of the results reports for International S&T Cooperation Program of China in the National Science and technology report service system, social network analysis is employed to explore the structure characteristics and the relations of actors of the bilateral and multilateral inter-government International S&T Cooperation Network between China and other G20 member states.The position and role of key actors are evaluated and selected out from the network.Qualitative and quantitative studies indicate 5 key-points.Firstly, countries with strong innovation capability in G20 usually occupy dominant positions in the network.Secondly, China should maintain the cooperative relations with developing members and strengthen cooperation with other partners of G20.Thirdly, personnel exchanges, technical standards cooperation and joint-research are the main cooperation-approaches.Fourthly, integrated universities and large-scale research institutions are usually in dominant positions.Fifthly, it is necessary to encourage more enterprises to participate in inter-governmental scientific and technological cooperation among G20 member states.%在对比中国与二十国集团其他成员国创新实力的基础上,将二十国集团其他成员国分为四种类型.利用国家科技报告服务系统国家国际科技合作与交流专项研究报告内容和数据,运用社会网络分析方法对中国同二十国集团其他成员国科技创新合作网络结构和关系进行了定量分析.计算了合作网络总体情况,评估了网络结构.得出了该网络具有不联通、稀疏性和网络的最大成分具备明显的核心-边缘特点等结论,析出了关键合作机构节点.研究发现:项目合作的规模和层次与二十国集团其他成员国的科技创新实力正相关;同二十国集团发展中国家成员国在政府间科技创新合作方面拓展空间巨大;科技人员交流、联合研究和技术标准合作是最普遍的合作类型;综合性高校和科研院所在合作中优势明显;产业界参与二十国集团成员国间科技合作的深度和广度还需要一步提升.
