The StateCouncil released Quality Development Outline (2011-2020) on February 6,herenafter referred to as Outline,and asked all local governments strictly implement it.This is the second time that the State Council releases a mid-long term quality development outline since the release of Quality Development Outline (1996-2010)in 1996.It is reported that the Outline was developed to better implement Scientific Outlook on Development,promote the transformation of economic development mode,improve the overall quality situation in China,and realize the sound and fast development of society and economy.It was developed by the joint efforts of 14 national ministries and commissions.With a total number of characters of more than 14,000,it consists of 9 parts as the conditions and environment of quality development,the part of guiding ideology,working principles and development goals,strengthening the role of enterprises as the main body,enhancing the quality supervision and management,innovating mechanism of quality development,optimizing the environment for quality development,improving the basic conditions for quality development and carrying out the quality improvement project.
