中国标准化历史系列连载之六(英文)

         

摘要

With Chinas entry into WTO,standards and standardization attracted great attention in China,because the entry into WTO means that China can enjoy equally the rights as a WTO member and join in the global economic integration only if it accepts and follows the rules and regulations of WTO.In the negotiations for WTO membership,China has made up to 13 commitments regarding standards and standardization.In order to keep these commitments,China had to not only complete a lot of specific tasks,but also implement reforms in many aspects.lfthe reforms were not been carried out,China would not meet the requirements of WTO and China's economy would not been integrated into the global economy.In order to give full play to the important role of standards and standardization in the process of building a well-off society in an all-round way in China,and further strengthen the standardization in the new historic period,the State Bureau of Quality and Technical Supervision and the State Administration for Entry-Exit Inspection and Quarantine were merged into General Administration of Quality Supervision,Inspection and Quarantine (AQSIQ) in April 2001,at the same time,the Party Central Committee and the State Council approved the establishment of Standardization Administration of China (SAC) (also called Standardization Administration Bureau of the People's Republic of China),which was the competent authority of standardization authorized by the State Council to perform the administrative management,supervision and coordination for the national standardization in an unified manner.In the institutional reform,this action was an organizational guarantee to strengthen the standardization.
