in this paper, taking Yangtze University (Wuhan University) as an example, introduces the map of 3D virtual campus and the campus of the 2D design and development process, with reference to Yangtze University (Wuhan University) of the actual situation, three-dimensional modeling by means of CityEngine, realized by ArcGISServer 2D map hair cloth, combined with asp.net, Ajax technol-ogy and the C# programming language to develop two times finally, the virtual campus navigation system of virtual campus 3D and 2D integrated with planar map navigation.%本文以长江大学(武汉校区)为例，介绍了三维虚拟校园与2D校园地图的设计与开发流程，参照长江大学(武汉校区)的实际情况，借助CityEngine进行三维建模，以ArcGISServer实现2D地图发布，结合asp.net、Ajax技术以及C#编程语言进行二次开发，最终实现了三维与二维为一体的校园虚拟实景与平面地图导航的虚拟校园导航系统。
