In aspect of the scale of works, the Three North Shelterbelt Program is up to now the most magnificent project of forestry ecological construction in the world. At the end of 2000, the 1st, 2nd, and 3rd periods of construction in the 1st phase (1978-2000) had been completed. Based on fuzzy comprehensive evaluation method, the paper is about the researches on post-evaluation in the 1st phase aims of the Three North Shelterbelt Program. The conclusion obtained is that the aims are partly successful.
