基于空间自相关的征地补偿标准分区可塑性面积单元问题效应研究

     

摘要

In order to explore the problem of on evaluation unit level for partition and the effect of modifiable evaluation unit in the process of land compensation standards, this study chose Liangdang county in Gansu Province as the case and administrative villages as the research units, revealed the changes of per capita cultivated land area from different granularity and division method which influenced the land compensation standards, using the spatial autocorrelation theory and introducing modifiable areal unit problem effect with Geoda and Arcgis.Results showed that under the administrative village and township level, the per capita cultivated land area had autocorrelation.There were differences in per capita cultivated land area according to the two evaluation unit levels.The evaluation unit taking the partition of administrative village level can make the land expropriation compensation more reasonable, especially the administrative villages that per capita cultivated land area was unusually high or low.On the basis of natural partition for per capita cultivated land area, it can adjust the range of natural partition interval according to the range of high value accumulation zones and low value accumulation zones in LISA map, which can provide new ideas for the land use zoning.The research results can provide reference for setting land expropriation compensation standards.%[目的]为探究征地补偿标准制定过程中分区存在的可塑性面积单元效应以及分区所依赖的评价单元级别的选择问题.[方法]该研究以甘肃省陇南市两当县为研究区域,以人均耕地面积为研究对象,借助GeoDa和Arcgis软件,运用空间自相关理论并引入可塑性面积单元问题效应,揭示人均耕地面积因评价单元粒度和区划方式不同而变化,进而影响征地补偿标准的制定.[结果]行政村和乡镇2种评价单元级别下,人均耕地面积的空间分布存在空间自相关性;2种评价单元级别分区的人均耕地面积存在较大差异,选择行政村级评价单元分区能够使征地补偿倍数更合理,特别是对于人均耕地面积异常高或低的行政村;在对人均耕地面积自然分级的基础上,结合LISA聚集图中高值聚集区和低值聚集区的范围调整自然分级区间进行分区,为土地利用分区研究提供新思路.[结论]研究结果可为征地补偿标准的制定提供参考.
