The coherent scattering model is used to describe thepolarization scattering process of spatial extended target such as chaff cloud clutter. Polarization scattering matrices of chaff cloud are derived. Furthermore, the precise formulae of chaff cloud′s scattering cross section are derived, which apply to all kinds of chaff cloud clutter(including the case casted in the atmosphere)in principle. These formulae can reflect the vibration law of chaff cloud′s scattering cross section due to the fluctuation of cloud′s spatial distribution.%根据相干散射模型，求得了偶极子云团的极化散射矩阵，并导出了偶极子云团散射截面的精确计算公式，它们能够反映出由于偶极子云团空间分布的变化而造成的散射截面起伏规律，原则上适用于一切偶极子云团(包括在大气层内抛撒的情形)散射截面的计算问题。
