预约挂号系统建设中的伦理学思考

         

摘要

The ethical basis of implementation of appointment registration system is that it adheres to the principle of social benefits first, the concept of "patient - centered" , adapts to the transformation of medical mode and it strictly protects the patient privacy. When in the system design, the following principles should be followed; real name registration, medical resources protection, multiform cooperation and a unified management platform. Some ethical problems will come in carrying out the appointment registration system, such as doctor visiting management, control of patient absence, reasonable allocation of medical resources, patient's right of equal appointment registration and so forth. These problems need to be correctly faced and further perfected.%通过分析预约挂号服务项目实施的伦理学基础在于坚持社会效益首位原则、坚持“以病人为中心”的观念、适应现代医学模式的转变、严格保守患者秘密,提出预约挂号服务项目方案设计必须坚持的原则有:实名预约挂号原则、保护医疗资源原则、实现多种预约形式并行原则、统一的管理平台原则.探讨了预约挂号服务的推进,同时引发了医患间诸多伦理问题,如医生出诊的管理、患者失约的控制,挂号资源的合理分配,患者挂号权利的平等保护等,这些问题均需要正确面对和进一步完善.
